What the AMLR changes for a Kilkenny firm

Regulation (EU) 2024/1624 applies directly across the EU — the same rules in Kilkenny as in every other member state, with no Irish transposition to wait for. The headline changes:

€10,000 CDD threshold

Customer due diligence for occasional transactions is triggered at €10,000 — down from €15,000 under the current framework.

€3,000 occasional-cash CDD

Occasional cash transactions of €3,000 or more trigger limited customer due diligence, wherever clients still pay in cash.

€10,000 EU cash cap

A directly applicable EU-wide cap of €10,000 on cash payments for commercial transactions, whether a single operation or linked ones.

25% beneficial ownership + RBO duties

A harmonised EU-wide beneficial-owner definition at 25% or more, direct or indirect — with the Commission able to set a lower threshold of 15% or lower for high-risk sectors by delegated act. Irish RBO duties continue: obtain an extract (€2.50 each) before a new business relationship and report discrepancies.

Prescribed compliance roles

A board-level compliance manager plus a compliance officer of sufficiently high standing — required even in small firms. From 10 July 2027 the compliance officer also implements targeted financial sanctions.

STR dual reporting stays

Suspicious Transaction Reports remain dual-reported in Ireland: to FIU Ireland via the goAML portal, and to the Revenue Commissioners via ROS as an XML upload.
